News updated 10/28/04	Beginning a Lifelong Tradition New Voters Come of Age in 2004    Senior Stephanie Rayes exults as she casts her very first vote in a presidential election. Voters at her Falls Church precinct actually applauded as Stephanie stepped up to the voting machine.
